PMAY a Welcome Step for Affordable Housing Market:

In the midst of all the schemes by the GOI, for the benefits of the middle-income group and lower income group the government came up with another credit linked subsidy scheme i.e. PMAY-HFA (U) (Pradhan Mantri Awas Yojana-Housing for All (Urban)). This scheme was launched by PM Narendra Modi in June 2015 targeting at building 20 million affordable houses by 31 March 2022.

The scheme is housed under the Ministry of Housing and Urban Affairs and will be implemented in Phases with focus on 500 Class-I cities from 2015-2022. The scheme will provide assistance to Urban Local Bodies and other executing agencies through States/UTs for:

  1. In-situ Rehabilitation of existing slum dwellers using land as a resource through private participation
  2. Credit Linked Subsidy
  3. Affordable Housing in Partnership
  4. Subsidy for Beneficiary-led individual house construction/enhancement

Key Points Affordable Housing Gurgaon:

  • This scheme’s objective is to roughly bring down the EMI of houses paid by an individual by approximately INR 2000/-.
  • The scheme is effective since January 2017 and so the house owners who have opted for loans after Jan 2017 are eligible under this scheme; Other type of criteria includes that this should be the first home of the family and the family should not own any pucca house before this.
  • More than 70 lending institutions comprising of 45 Housing Finance Companies and 15 scheduled banks have signed the Memorandum of Understanding with the nodal agencies expressing their support in the implementation of the scheme.
  • Economically Weaker Sections and Low-Income Groups whoever seeks for housing loans from financial institutions and banks will be eligible for an interest subsidy of 6.5% for a period of 20 years or for the tenure of the loans, whichever is lower.
  • The subsidy amount will be credited to the loan account and according to the EMI will be adjusted.
  • The funds borrowed can be used to renovate (addition of kitchen, toilets and etc) and existing house or purchase a new house.
  • As per the scheme preference will be given to women, minorities, ST/SC/OBCs, people with disabilities and transgenders.

Current Status of the Scheme:

As per the update of MoHUPA dated 8th July 2018, more than 51 Lakhs dwelling units have been sanctioned against the validated demand of 1 crore in last 3 years of implementation. As compared to the erstwhile housing scheme wherein only 12.4 Lakh houses were approved in around 9 years of its implementation.

Out of over 51 lakh sanctioned houses, over 28 lakhs have already been constructed or are in various stages of construction. Moreover, 8 lakh homes have already been completed and nearly 8 lakh homes have been occupied by the beneficiaries.
